GENERAL SANTOS CITY – The Food Security Convergence Team of the Bangsamoro Government conducted on 15-19 March 2021 a workshop on the Development of Monitoring and Evaluation System spearheaded by the Bangsamoro Planning and Development Authority (BPDA) and World Food Programme (WFP).

The participants of the 5-day activity were representatives from the Convergence’s implementing Ministries: the Ministry of Environment, Natural Resouces, and Energy (MENRE), Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), and Ministry of Interior and Local Government (MILG).
“Participants come together from different BARMM agencies and offices to strengthen the inter-agency collaboration that we have established,” BARMM Executive Secretary and MENRE Minister Abdulraof A. Macacua said in his message as read by FMS Director Umngan.
“The transition from ‘ayuda’ to people creating their initiatives to ensure food security in their homes became necessary, such as establishing their ‘survival gardens’. ‘Ayuda’ to ‘Kayod ka’, as what we continue to advocate to strengthen food security,” Macacua further stressed.
MENRE Forest Management Services (FMS) Director Abdul-Jalil S. Umngan, Chief Forest Management Specialist Faisal U. Akmad, Focal Persons of KKB Convergence Manuel Amador Capin and Moamar Macadato, and Planning Representatives Sittie Johanna Mikunug and Datu Mohammad Silongan, represented the Ministry in the said activity.
The workshop aims to refine the development on the Convergence Model Logical Framework and Indicators and to establish a Monitoring and Evaluation Tools capturing the five lenses of Food Security, Peacebuilding, Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA), Participatory and Consultative Approach and Gender and Protection—of which the DRR-CCA overview and indicators were discussed by Ms. Mikunug, citing the program of MENRE in combating disaster risk and mitigating climate change.
Director Ismael Guaimel of MAFAR, Director General Mohajirin Ali of BPDA, and Mishael Argonza of WFP also graced the activity in support of the entire convergence program.
The Integrated Bangsamoro Greening Program (IBGP) is the entry point of the Convergence Pilot, with an objective to ultimately address the gap of rehabilitation and reforestation efforts to achieve ecological integrity.
The identified Convergence areas within IBGP sites are three (3) barangays (with the number of People’s Organizations organized and contracted by MENRE), namely Brgy. Sandab, Butig (4 cooperatives), Brgy. Dilimbayan, Maguing (2 cooperatives) from the Province of Lanao del Sur and Brgy. Labungan, Datu Odin Sinsuat (4 cooperatives) from the Province of Maguindanao. The other five (5) areas that are not within the IBGP sites are also located in the forestlands.
IBGP seeks to integrate natural resources management parallel with enforcement of forest policies, laws, rules and regulations. The program mobilizes the decommissioned MILF combatants as “Palaw Rangers” or vanguards who will conduct foot patrol, forest fire detection, and remedial application of interventions for detected pests and diseases within the forestland of BARMM. The Kayud Ka Bangsamoro “KKB” serves as the main livelihood component of the IBGP to increase livelihood productivity to promote self-reliant, self-sustaining, and food secured Bangasamoro.
