The Energy Management and Development Services (EMDS) of the Ministry of Environment, Natural Resources and Energy (MENRE) continues its monitoring and regulation activity of the Downstream Oil and Gas Industry in the BARMM region as it conducted regular inspection and spot-checking activity of Liquid Fuel Retail Outlets (LFROs) and Technology Solution Retail Outlets (TSROs) in the Provinces of Maguindanao del Sur and Maguindanao del Norte on June 28, and July 9-11, 2024.
The regular inspection was conducted for the retail outlet that applied for the issuance of certificate of compliance (COC). A mandatory site inspection is conducted by the EMDS personnel before the issuance of COC to an applicant to ensure that the retail outlet has complied with the mandatory facility and documentary requirements.
On the other hand, the spot-checking activity aimed to ensure that all mandatory requirements in the operation of the liquid fuel retail outlet are maintained at all time. The regular and spot inspection activities are intended to ensure compliance to energy sector regulations and policies. EMDS’ regulation of the Downstream Oil and Gas Industries is in accordance with the MENRE Memorandum Circular No. 02 Series of 2021 entitled “Adoption of the Department of Energy Department Circular No. 2017-11-0011 entitled “Promulgating a Revised Retail Rules and Regulations Governing the Business of Retailing Liquid Fuels”. Pursuant to this Memorandum, the MENRE shall inspect and verify the dispensing pump using a valid Test Measure to check for possible underdelivering. All LFROs with fuel dispensers found underdelivering beyond the tolerable limit are advised to recalibrate the underdelivering pumps.
Information, education and communication (IEC) campaign was also integrated in these regulatory activities of the EMDS. Information dissemination on the regulation being implemented in the Bangsamoro region are given extra effort to reach out to Downstream Oil and Gas Industry players in order for them to strictly comply to the energy sector policies.
