TAGUIG CITY — The Renewable Energy Development and Utilization – Technical Working Group of the Intergovernmental Energy Board (IEB-REDU-TWG) convened on September 18 in Taguig City to discuss and review the draft Memorandum of Agreement (MOA) on the implementation of the Republic Act No. 9513, otherwise known as the Renewable Energy Act of 2008, in BARMM.
The proposed MOA outlines the framework for effective collaboration between DOE and MENRE in harnessing BARMM’s renewable energy resources. The meeting signifies a crucial step toward establishing clear policies and implementing guidelines, programs, and procedures in the BARMM that align with national renewable energy goals while considering the unique socio-political landscape and autonomy of the Bangsamoro Region.
The discussions focused on ensuring the smooth and seamless transfer of the powers and functions involving the implementation of the provisions of the RE Act in the BARMM. DOE Assistant Secretary for RE Mylene C. Capongcol, led the TWG National Government presided over the discussion while Director General for Energy Nasiri B. Abas led the TWG Bangsamoro Government side with MENRE-EMDS personnel and Energy consultants.
ASec. Capongcol stated, “The Renewable Energy Act is a vital law that supports the country’s energy security goals. The full implementation of BARMM is essential to providing sustainable and clean energy solutions for the Bangsamoro region and the country country.”
Director General Abas emphasized the importance of ensuring that the provisions of the Renewable Energy Act reflect the needs and aspirations of the Bangsamoro people, adding, “Our goal is to achieve sustainable energy solutions while respecting the cultural and environmental contexts in BARMM.”
With the finalization of the MOA, both parties are optimistic about the long-term benefits this collaboration will bring to the Bangsamoro region, aligning with the Philippine government’s push for more renewable energy projects across the country.
