BONGAO, Tawi-Tawi — The Electric Power Industry Management program of the Energy Management and Development Services (EMDS) successfully held the Continuing Regulatory Education for Stakeholders (CREST) for BARMM on July 15-16, aimed at enhancing the knowledge and understanding of local stakeholders on crucial electricity regulations, laws, and procedures.

The two-day event provided a platform for local stakeholders to deepen their understanding of electricity regulations and operational procedures within BARMM. Participants had the opportunity to engage with experienced resource persons from the Energy Regulatory Commission (ERC) led by Atty. Maria Corazon C. Gines, Director III of Consumer Affairs Services, and Dir. Sharon Montañer, Director III of Market Operations Services. They facilitated discussions and presentations on important subjects, including regulatory compliance, consumer protection, renewable energy initiatives, and the overall framework governing the energy sector in BARMM.

Further, the event provided an overview of the Renewable Energy (RE) law, focusing on the opportunities and challenges in BARMM. It also discussed the rules and processes for obtaining a Certificate of Compliance for power generation facilities and the ERC Rules of Practice and Procedure. The Magna Carta for Residential Electricity Consumers was also reviewed, outlining the rights and obligations of consumers. The Distribution Services and Open Access Rules (DSOAR) and RA 7832 – Anti-Electricity Pilferage Law were also covered, along with the metering rules ensuring measurement accuracy and the guidelines on capital expenditures for electric utilities.

By attending the Continuing Regulatory Education for Stakeholders (CREST), local stakeholders were better equipped to navigate the complexities of energy regulations, thereby promoting transparent and efficient energy management practices in their communities.

The event underscores the commitment of the EMDS to support capacity building and knowledge dissemination to foster a more resilient and sustainable energy landscape in the region. Stakeholders left the event with valuable insights and a strengthened network that can facilitate collaborative efforts in addressing energy challenges in BARMM.
