DAVAO CITY — During the presentation of the 2015 Cadastral Survey output initiated by the Land Management Services (LMS) of the ENRE Ministry on 11 August 2022, 36 Local Government Units in Maguindanao, represented by their Chief Executives, were informed of the results of 2015 Cadastral Survey Program containing the identified and delineated boundaries of the municipalities in the province.

The presentation was the result of MENRE’s meeting with BARMM Chief Minister Ahod B. Ebrahim last April 2022 regarding the would-be orientations on the 2015 Cadastral Survey Program output for the municipalities/cities of each BARMM province. One of the objectives of the presentation was to create an avenue for these LGUs to provide their feedback and clarifications, if any, which will then be forwarded to the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR).

“Our consultation 4 months ago resulted in a fruitful milestone that led us into a huge step forward. The LMS of the MENRE, through the help of each of the LGU, is the most significant contribution to this initiative. I am in my most sincere gratitude that eventually, this accurate information on land resources will benefit the Bangsamoro people towards agricultural development and delineated political boundaries as basis to minimize land disputes in the BARMM,” Chief Minister Ebrahim said in his message as delivered by LMS Director Eshan Karl O. Mabang.

There will be a series of presentations to be made starting with Maguindanao, following with other BARMM provinces, in August and September of this year regarding the delineated boundaries of their cities/municipalities. Present during the orientation for Maguindanao LGUs were Provincial ENRE Officer Lauban S. Abdul, Community ENRE Officers Noroden S. Abdullah and Datumama K. Makartur, MENRE Chief of Planning Jessie S. Ondoy, several Mayors, Municipal Planning and Development Coordinators, and Assesors.

Among the things this presentation aims to accomplish is to efficiently gather the concerns raised by the LGUs to identify appropriate interventions, if necessary. The overlapping of political boundaries or the contested areas is one of the common issues brought by the LGUs to the table. Moving forward, LGUs are advised to officially put their concerns into writing for official documentation and transmittal to the concerned agency.

To understand better the legal bases and procedures related to the presented Cadastral Survey output, Engr. Bienvenido F. Cruz of the DENR-LMB presented the background of the Cadastral Survey Program while For. Beata Densing Batadlan from the National Mapping and Resource Information Authority (NAMRIA) shared the technical validation process for the conducted surveys.

LMB Assistant Director Engr. Romeo P. Versoza said during his message that “if problems will be raised, the LMB and LMS will be here with you for proper validation and guidance.”

“In checking the concerns, we will sit down with our technical staff and revisit the concerned technical description,” assured Director Mabang.

Finally, DENR-LMB Director Atty. Emelyne V. Talabis acknowledged that any land-related concern is an important subject matter, hence issues raised during the presentation were recognized and heard. However, Director Talabis stressed that the LMB “promotes and supports amicable settlement as the best and easiest solution” for the contested areas. Nevertheless, she said that the LMB is willing to provide technical assistance towards the resolution of these concerns among the affected LGUs.
